MTA Small Business Development Program

The MTA Small Business Development Program prepares small construction firms to compete for work across the Metropolitan Transportation Authority’s transit infrastructure projects. The program provides structured training, procurement guidance, and contractor engagement aligned with transportation capital delivery. It supports small businesses in understanding MTA standards, compliance requirements, and pathways to participate in complex transit construction markets.

Our Process

Sacks designed the program’s curriculum architecture and developed sequenced modules aligned with MTA procurement practices. The team produced contractor engagement materials, formal publications, and reporting tools to support program implementation. Over time, Sacks refined the framework to align with evolving transit compliance standards and agency requirements.

The platform delivers curriculum, tracks engagement, and captures market intelligence including bids, awards, and bonding activity. Insights from the system inform each firm’s Business Growth Plan while KPI dashboards and reporting protocols measure participant progress and overall program outcomes.
